REGARDING A SPECIAL SERVICE PROPOSAL BY-LAW NO. 50-2019 TO ESTABLISH A RATE FOR RECREATION SUPPORT, SNOW REMOVAL, GRASS AND WEED CONTROL SERVICES WITHIN THE URBAN COMMUNITY OF TREHERNE

OF THE MUNICIPALITY OF NORFOLK TREHERNE

The council of the Municipality of Norfolk Treherne has scheduled a public hearing at the Municipal Office in the Council Chambers at 215 Broadway Street, Treherne, Manitoba on Wednesday, April 24, 2019 at 7:00 pm to present the following special service proposal:

Proposed Service:

The Municipality of Norfolk Treherne Amalgamation Regulation No. 23/2014 provided council with the authority to use differential mill rates (different rates of taxation) for the partnering municipalities. Differential mill rates were implemented and have been in place from 2015 to 2018. In 2018, a differential mill rate of 6.427 mill was levied on the urban community of Treherne and raised $137,991.80. Differential mill rate authority expired at the end of 2018.

Council is proposing a special service levy for 2019 to include certain operating costs provided to Treherne.

Under the proposed special service by-law, council proposes to establish a special service levy for recreation, snow removal, grass and weed control services. These services will continue as previously for the urban community of Treherne. These are not new services but rather, council is proposing to raise funds by a special service mill rate of approximately 5.907 mills to raise a maximum of $126,000.00. The special service mill rate levy in effect replaces the differential mill rate levy.

Area of the Municipality for the Special Service Tax:

The Special Service Tax to be levied under this proposal will include the portioned value of assessable residential, commercial and institutional property in the urban community of Treherne in the Municipality of Norfolk Treherne

Estimated Cost of Service:

The special service costs for the year 2019 is estimated at $126,000.

Method and Rate to Calculate the Special Service Tax:

The method of taxation to be used to calculate the special service tax on the urban community of Treherne will be the portioned value of assessable residential, commercial and institutional property.

The special service mill rate, based on the 2019 assessment ($126,000/ 21,330,400 x 1000) will be approximately 5.907 mills.

Calculated on residential property with a market value of $100,000 (portioned 45,000) an estimated $265.82 special service tax will be levied for 2019.

A written objection may be filed with the Chief Administrative Officer, at 215 Broadway Street, Box 30, Treherne, Manitoba, R0G 2V0 prior to the commencement of the hearing. At the hearing, council will hear any potential taxpayer who wishes to make a presentation, ask questions or register an objection to the special service proposal.

All objections, written or verbal must be filed with the Chief Administrative Officer before the public hearing and must include the name, address and property description of the person filing the objection and the grounds of their objection.

Copies of the special service proposal are posted at www.treherne.ca under events and copies are available at the Municipal Office at 215 Broadway Street, Treherne, Manitoba.
